The circular states that "camping, whether in a caravan, tent, or sitting area, for a period of more than 48 hours, is not allowed without a permit from the competent service directorate and after paying a security deposit of 100 Omani rials. The license is valid for seven nights, renewable."

The circular also clarifies the requirements for the camping site, stating that camping must be in places designated by the municipality, leaving a space of no less than 5 meters between each site and another, leaving a distance of no less than 10 meters between the camping site and the beach, and the camping site must be far from fishing sites and security-restricted sites and must be at least 100 meters away from residential areas.

The circular also emphasizes the importance of adhering to health requirements, which include maintaining the cleanliness of the designated site throughout the period of use, avoiding the use of any mobile toilets that carry non-health-approved specifications, avoiding damaging crops and wild plants, avoiding building barriers or any type of modifications in the natural environment of the camping site, avoiding burning or burying waste, and avoiding lighting fires or grilling on green areas and beach lands.

The circular also clarifies the requirements for safety and security, stating that the licensee must provide safety and security equipment for each site around the clock. In case of using a fence around the site, it must be made of temporary materials and not obstruct the view, and also not to use lasers and upward-directed lights.

The circular also states the commitment to the requirements of public etiquette, by not using the camp or caravan for prohibited or disturbing purposes to others, and adhering to the rules of public decency and morals, and avoiding loud noise and music that disturb the peace and quiet of others.
